This target states that the police should focus on flows and on places where the various flows coincide. The Dutch interpretation of the nodal orientation combines a perspective on policing in infrastructural networks with one that considers the police as a player in (social) security networks. Nodal policing in the Netherlands has been introduced as a ‘sensitizing’ and evolving concept. Bodemsaneerders werden verplicht gesteld advies in te winnen bij het SCG over het reinigen of hergebruiken van grond. Indien grond niet-reinigbaar werd geacht, konden ze vanaf 1995 ontheffing krijgen van de milieuheffing die zij anders zouden moeten betalen bij het storten van de grond. De politie Rotterdam-Rijnmond heeft geconstateerd dat in de periode 1995-1998 een aantal niet-reinigbaar verklaringen onterecht is afgegeven. Een bestuurlijke rapportage laat zien dat dit mogelijk was door het ontbreken van bestuurlijke ‘countervailing powers’. Er was te weinig aandacht voor de inrichting van de uitvoering en het toezicht schoot tekort. De risico’s van het op afstand laten uitvoeren van deze taak zijn door de betrokkenen onvoldoende erkend en gecounterd.
