Sensibilização e Capacitação em Redução de Danos: Considerações dos Agentes Comunitários de Saúde (Article)

Abstract
This paper debates a project of qualification of Health Communitarian Agents (HCA) for Harm Reduction (HR)
actions in seven municipal districts of Rio Grande do Sul. Sixty one HCA were interviewed in 10 Health Centers
(HC). Guided questionnaires were applied, followed by focal groups. It was verified a sensitization effect and the
comprehension of HR proposal for the majority of HCA in the aspects: increased knowledge, overcoming prejudice
related to drug users and HIV seropositivity, as well as HR importance to STD/AIDS prevention. Difficulties of
HR actions implantation were related to the lack of interest and/or financial support of HC. The importance of the
qualification was related to the increase drug user’s proximity to the HC and also to the amplification of HR actions
in the Health System. However, just the qualifying of HCA does not guarantee the continuity of the actions, it is
also necessary to sensitize all the HC team and managers.

Mapeando Programas de Redução de Danos da Região Metropolitana de Porto Alegre / Mapping harm reduction programs in the metropolitan region of Porto Alegre (Article)

This study mapped and described 11 harm reduction
interventions/programs in Greater Metropolitan
Porto Alegre, Rio Grande do Sul State, Brazil,
in 2004-2006. Mapping was based on interviews
and analysis of available documents and comparison
with a previous study with data from
2003. We aimed to discuss the programs’ sustainability
(political, financial, and administrative)
and operational characteristics, based on the following
categories: type of links in the program or
intervention; forms of inclusion in the municipalities;
background, financing; typical activities;
team hiring practices; volunteer work, if any;
resources (human and financial); partnerships;
municipal legislation, if any; and participation
in forums for political representation. Despite
the diversity of links and organizational formats,
there were some common characteristics: precarious
professional status; dependence on volunteer
work to implement activities; influence of
turnover in Municipal and State administration
on the continuity of projects and partnerships, as
well as on the maintenance of human and financial
resources. We conclude that such factors lead
to lack of continuity in the services provided to
the target population.

ABSTRACT. Scientific literature review shows that Harm Reduction (HR) articles focus mainly the discussion about the implications of different drug users treatment models and the efficiency of HR with injection drug users. However, there are few studies about HR workers. In this context, the present article aims to discuss the work of outreachworkers, proposing an
analysis of how the discursive formations about drugs and Aids, in contemporary society, influence the work and the subjectivity of the outreachworkers, as well as the possibilities of having “sustainable projects” as a way to include harm reduction practices in public health services. //
