The article discusses the development of Dutch government policy to support small-scale industrial production. It argues that this policy was the result of concern about the decline of craft production, which was part a debate in several industrializing societies about future forms of production and class relations. Dutch craft policy is briefly compared to much more powerful policies in Germany and Austria.
