This paper represents an attempt to interpret some of the praemisses and implications of what recently has come to be called the 'unified approach' to development. It relies implicitly on an interpretation of the underlying tendencies in the discussions at the United Nations experts meeting on the Unified Approach, held in Stockholm in November 1972, and on the document which served as a basis for discussion at this meeting.
