In order to understand the mechanisms and logic of corruption it is necessary to analyse not only the relationship between the agent, e.g. the person delegated to take decisions, and the corrupter but also have a critical look at the relationship between the agent and the principal, the organisation on whose behalf that agent acts. In the report a number of weak spots in both the structure and culture of the principal is discussed, that may be relevant in the context of explaining corruption. Attention has been paid to the following elements:<br> - attitude and behaviour of the management;<br> - recruiting process;<br> - lack of job rotation;<br> - weak loyalty;<br> - lack of standards of behaviour;<br> - lack of supervision and control;<br> - weak monitoring of potential conflict-of-interest-situations.<br>
