The purpose of this study is to contribute to the development of an integrated managerial framework for identifying, managing and organising responses to strategic issues in multinational enterprises. To this end, we distinguish three key elements of strategic issues, three different forms of organisational involvement, and two ways of allocating managerial responsibilities. The framework is illustrated with the results of empirical research within four European-based multinational enterprises.
