The central question of this study is how instruments can be mixed to promote Green Building (GB). The following sub-questions will further answer the central question:
(i) What does it mean to build green?
(ii) Why do instrument mixes make sense?
(iii) What are the instruments working for GB compliance? How do they work?
(iv) What are the possible ways to instrument mixes for GB?
