After discussing alternative industrialisation strategies1 and flexible specialisation,2 the EADI working group on industrialisation in the Third World decided during the EADI conference in Berlin (September 1993) to delve more deeply into the factors determining the success of certain small enterprise clusters and networks. The underlying issue has always been how to increase employment and economic growth through small enterprise development.
