A smart city is featured as the connection of different infrastructures and the prospective of the future digital society in which digital technology has profoundly inserted human interactions and shifted the way how public services are developed and delivered to the citizens. There are various tactics for the community members and organizations to get involved in the distinguished projects and produce the added value for stakeholders to collaborate in the cocreation process of public affairs. In order to stimulate the tide of intelligence application in the municipal management and maintain the sustainable development of regional economic and social management, the city of Changsha also embraced the wave of transformation in terms of techniques used in various aspects, which were elaborately introduced in this chapter. It also provided an introductory description to the audience that the technology was highly valued to bring convenience to individuals’ life and shape new forms of organization and social management manner. Empirical findings from case study revealed that institution establishment and application introductions were initial achievement for Changsha city on a localized basis; collaborations with commercial service providers also saliently contributed to the construction and maintenance of architecture, while further development urged for citizen orientation, community participation, and social inclusion. The authorities should seek resolutions for these weaknesses aside from maximizing the advantages.
