This case presents the opportunities and challenges that the introduction of an open urban platform (OUP) brings to the City of Rotterdam in the Netherlands. The case attempt to take particular attention to the issues of platform purpose, platform governance, financing, trust, and citizen engagement which influence the adoption of OUP for city management and innovation in the city of Rotterdam. The case is part of the EU Horizon 2020 Smart City project RUGGEDISED in which Rotterdam is one of the lighthouse cities. This project aims to develop and implement smart solutions in the field of energy, e-mobility, and ICT to create smart, resilient cities. The overall goals of RUGGEDISED project are to improve the quality of life of the citizens, to reduce the environmental impacts of activities, and to create a stimulating environment for sustainable economic development.
